PM Modi Leads Key Meet of Chief Secretaries, Focus on Human Capital and Cooperative Federalism

Prime Minister is chairing the fifth National Conference of Chief Secretaries in New Delhi, a high-level three-day meeting aimed at strengthening coordination between the Centre and the states on core development priorities. The conference, which began on December 26, brings together top administrative leadership from across the country to deliberate on policy alignment, governance reforms, and long-term national growth strategies at a time when implementation capacity and inter-governmental cooperation are under close scrutiny.

Anchored in the Prime Minister’s vision of cooperative federalism, the conference is designed as a structured platform for sustained Centre–State dialogue rather than a one-off consultation. Officials said the discussions are focused on building a unified national roadmap to maximise India’s human capital potential, improve administrative efficiency, and accelerate inclusive growth. By encouraging states and Union Territories to share best practices and execution models, the Centre aims to push outcome-oriented governance instead of fragmented policy approaches.

This year’s conference revolves around the theme ‘Human Capital for Viksit Bharat’, underlining the government’s emphasis on education, skilling, health, and workforce productivity as drivers of future-ready development. Strategies and case studies presented during the sessions are expected to guide states in designing people-centric policies that can deliver measurable results on the ground. The conference is being viewed as a critical exercise in aligning administrative machinery with national aspirations, as India looks to translate policy intent into scalable, sustainable outcomes.
