Manipur Crackdown: 11 Militants Arrested Amid Ongoing Security Operations

In a major crackdown on militancy in Manipur, security forces have arrested 11 suspected militants in two separate operations over the past two days. Seven of the arrested individuals are believed to be members of the Kuki National Army (KNA), a group that is part of the controversial Suspension of Operations (SoO) agreement. They were apprehended on Friday from Old Khaukual in Churachandpur district. The other four, allegedly part of the Meitei militant group Kangleipak Communist Party (People’s War Group) [KCP(PWG)], were arrested on Saturday at Huikap village in Imphal East. Authorities recovered AK-47 rifles, pistols, ammunition, and incriminating documents from the detained individuals.

Following the imposition of President’s Rule in Manipur, security forces have intensified efforts to disarm both Kuki and Meitei militant groups, many of whom claim to be “village volunteers” but are suspected of operating as heavily armed factions. Tensions between the two communities have been escalating since May 2023, driven by disputes over land rights and political representation. The Kuki tribes have called for the arrest of Arambai Tenggol chief Korounganba Khuman, alleging he leads a radical Meitei outfit. Meanwhile, the Meiteis argue that Kuki “volunteers” are operating as highly trained militant forces. The police have reiterated that civilians from both sides cannot be allowed to carry weapons under the pretext of volunteering, and President’s Rule will be strictly enforced to disarm all factions.

The arrests come amid increased scrutiny of the SoO agreement, which allows designated militant groups to remain in camps under government monitoring. However, the Manipur government has been pushing for its termination, accusing SoO-linked militants of engaging in the ongoing violence. Intelligence sources suggest that groups like KCP(PWG) may be operating as hired guns for extortion and targeted attacks. Security forces have pledged to dismantle all illegal bunkers and ensure that no armed faction—Kuki or Meitei—continues to operate outside the law. The crackdown marks a critical phase in efforts to stabilize the state, as authorities work to curb the violence that has plagued Manipur for nearly two years.
