The Union Cabinet has officially approved the Terms of Reference (ToR) for the 8th Central Pay Commission (CPC), which will determine the revised pay structure, allowances, and retirement benefits for central government employees. The announcement, made on October 28, 2025, marks a key administrative step toward implementing salary revisions for nearly 50 lakh employees and 60 lakh pensioners across India. The 8th CPC, first announced in January 2025, is tasked with reviewing and recommending appropriate compensation levels in line with changing economic realities and inflationary trends.
As per the government’s notification, the 8th CPC will consist of one chairperson, one part-time member, and one member-secretary, and is expected to submit its recommendations within 18 months from the date of its constitution. The Commission has been directed to consider multiple macroeconomic factors — including the country’s fiscal health, availability of resources for welfare programs, and the impact of pay hikes on state finances. It will also assess the comparative pay structures and working conditions of employees across public sector undertakings and the private sector, ensuring that the new framework remains competitive and sustainable.
In addition, the 8th CPC has been granted the authority to issue interim reports on specific subjects if deemed necessary during its review process. This flexibility will allow the Commission to address urgent issues without waiting for the full report’s completion. The move to formalize the 8th Pay Commission’s terms reflects the Centre’s intention to maintain fiscal balance while ensuring that government employees are fairly compensated amid evolving economic and social conditions. Once implemented, its recommendations are expected to have a major impact on both the public sector wage bill and overall consumer spending patterns in the Indian economy.
