Hamas Delegation Arrives in Cairo for Gaza Ceasefire Talks

A senior Hamas delegation led by the group’s political bureau chief Khalil al-Hayya has arrived in Cairo to hold high-level talks with Egyptian officials aimed at strengthening the Gaza ceasefire agreement. The visit marks al-Hayya’s first official trip to Egypt since assuming Hamas’ leadership. According to sources, the delegation is scheduled to meet Egyptian General Intelligence Service chief Hassan Rashad to discuss the latest developments concerning the Palestinian issue, with particular focus on preserving the ceasefire and advancing negotiations over its next phase.

The delegation also includes several senior Hamas leaders, including Mohammed Darwish, head of the Hamas Shura Council, Khaled Meshaal, the movement’s chief abroad, Zaher Jabarin, Hamas leader in the occupied West Bank, and Basem Naim, head of the Arab and Islamic Relations Office. Their discussions are expected to address disagreements surrounding the implementation of the second phase of the ceasefire agreement. While Israel has reportedly rejected a proposed 15-point roadmap and linked any military withdrawal from Gaza to the disarmament of Hamas, the Palestinian group has reiterated its commitment to the previously agreed ceasefire framework.

Hamas continues to insist that the priorities of the agreement include achieving a permanent ceasefire, securing a complete Israeli withdrawal from Gaza, reopening border crossings, ensuring uninterrupted humanitarian aid deliveries, beginning reconstruction efforts, and enabling a national committee to administer the territory. Despite the ceasefire that came into effect in October 2025, Hamas has accused Israel of committing daily violations, claiming these incidents have resulted in more than 1,200 Palestinian deaths and thousands of injuries. Egypt remains actively involved in mediation efforts as negotiations continue to prevent further escalation and preserve the fragile truce.
