The Telangana government has issued a sweeping reshuffle of senior IAS and IPS officers across the state, effective September 26, 2025, with an aim to strengthen governance, streamline administration, and enhance law enforcement. On the IAS front, Syed Ali Murtaza Rizvi, 1999 batch officer, who has been serving as Principal Secretary in the Commercial Taxes & Excise Department, has now been given additional charge as Principal Secretary to Government (Poll), General Administration Department, replacing M Raghunandan Rao. Meanwhile, Raghunandan Rao has taken charge as Commissioner of Commercial Taxes and Commissioner of Transport, succeeding K Haritha and K. Surendra Mohan, respectively. Haritha has been posted as Collector & District Magistrate of Rajanna Sircilla District while also serving as Special Secretary to the Finance Department. Several other significant changes have been made in revenue, agriculture, and transport wings to ensure smoother administrative functioning across Telangana.
In the police department, some of the biggest transfers have altered the state’s security leadership. CV Anand, the 1991 batch IPS officer and Hyderabad Police Commissioner, has been elevated as Special Chief Secretary to Government, Home Department, replacing Ravi Gupta, who has now been appointed as Executive Vice-Chairman and Director General of the Centre for Good Governance. Senior IPS officer Shikha Goel, Director of the Telangana Cyber Security Bureau, has taken charge as Director General, Vigilance Enforcement, and Ex-Officio Principal Secretary to Government in the General Administration Department, while continuing to oversee the Cyber Security Bureau until further orders. The reshuffle also saw senior officials like Swati Lakra, Charu Sinha, Mahesh Muralidhar Bhagwat, and Anil Kumar being entrusted with crucial additional responsibilities, underlining the government’s push for a sharper focus on law and order, vigilance, and anti-corruption efforts.
Perhaps the most notable change on the policing front is the appointment of VC Sajjanar, the dynamic IPS officer who was serving as Managing Director of TGSRTC, as the new Hyderabad Police Commissioner, succeeding CV Anand. This move comes alongside a series of other high-level postings, including Vijay Kumar being shifted to the Intelligence wing, Y Nagi Reddy taking over as the new TGSRTC MD, and several officers across ranks — from ADGPs to DCPs — being reassigned with fresh portfolios. These changes are expected to not only energize the state’s police force but also ensure more coordinated action against crime, corruption, and public safety challenges in Hyderabad and beyond. The comprehensive reshuffle, spanning both IAS and IPS cadres, reflects the Telangana government’s strategic realignment of leadership at a time when the state is preparing for new administrative and law enforcement priorities.
